Error message on step 1....wizard cannot modify this MSI package

Using the Adobe Customization Wizard, when I choose File > Copy Package, and enter in the appropriate fields, I am getting this error at the end:

And although it looks like it copies the package to the location I specify, I cannot open it (I get the same msg).  Permissions are ok on this folder and it also happens if I try to do it locally on my own computer (as opposed to a network location).  Using Win7 as my OS.  Anyone have ideas?
